This game was in the final stages before release. At this vital time Kevin Costner's movie, Robin Hood: Prince of Thieves was released. But Arcadia didn't have the funds to obtain licensing from both Nintendo and the movie, so they were forced to pull out. The game itself is an action RPG and it shows the life of all the Merry-Men.
Arcadia VI is an unfinished multi-cart that was intended to be released on the NES with 6 games. The only known proto has 4 games. Of the 4 games, only one game (Tennis) has been completed. The 4 games on the cart are: Tennis, Xerxes, Ghurka, and Twin Cam Turbo

Famous developer Yuji Naka claims to have developed a complete NES game, but was unreleased. In a Twitter post, the developer reveals interest in eventually releasing the game to the public if he could get permission from the involved companies.

You are Jester, the King's fool. Your goal is to collect the Element items in the middle of each rooms in all of the dungeons. To do so, you need to collect a KEY in a room to open the lock that leads to an Element item. When you get a Sword you will be able to defeat the guards, if you kill all four of them, you will get a Bonus Item.
