In Empire Earth, the last two ages (Digital and Nano Ages) are set into the moderate future. In the Art of Conquest, a third future age, the Space Age, is available. It deals with space colonization. Each epoch brings new technologies and units. Epoch advancement requires additional buildings to be built and the costs of advancing increases as more epochs are attained, although the ability to gather the required resources greatly increases as well. With new epochs, some new units are available at the cost of having to abandon the ability to produce old units, though any old units still alive are kept. To simulate realistic police procedures, SWAT 4' encourages the use of non-lethal force to subdue and arrest subjects rather than incapacitating or killing them. Players may not fire on suspects with lethal weapons unless the suspect points their firearm at a fellow officer or a civilian. Penalties are given for unauthorized use of force, injuries to hostages, officer incapacitation, and personal injury. On the higher difficulty levels, more points are required to pass the mission, with 100 being perfect. On the most difficult level, Elite, players need a 95/100 to pass, and will fail for killing even a single suspect, losing more than two team members without committing an infraction, or committing any infraction in addition to being injured.

It's track-like stages visually mimic the music the player chooses, while the player races across several lanes collecting colored blocks that appear in sync with the music. The game begins with a presidential briefing in the White House concerning Yuri and how he has begun his take over of the world through mind control. Yuri interrupts the briefing to explain how he plans to take over the world, telling the American President Michael Dugan that he has a network of Psychic Dominators around the world, which he is now beginning to reveal. One of Yuri's Psychic Dominators is on Alcatraz Island in San Francisco, which Yuri activates just before ending his transmission to the White House. The President immediately calls in an airstrike on the device, but all the attacking aircraft were shot down, although one crashes into the nuclear reactor on the island, causing the device to lose power and to not function. Despite this, Yuri activates his other Psychic Dominators around the world and the majority of the planet quickly succumbs to Yuri's mind-control.
