xXx contains 11 levels, most of which are side-scrolling. In the side-scrolling levels the player must shoot through multiple terrorists using a variety of weapons in order to complete the mission objectives. The arsenal includes assault rifles, shotguns, grenades, and other weapons. The levels focus on shooting, and only contain a few instances of light platforming elements.

In addition to the side-scrolling levels, a few of the levels are driving levels that play very similarly to Road Rash. In these stages, the player takes control of a motorcycle and must reach the end of the stage before running out of fuel. There are cars and other road obstacles that try to hinder the players progress as well as other enemy motorcyclists. The player can punch and kick enemy motorcyclists to knock them down. There is also a fuel meter which shows how much fuel the player has left and there are fuel pickups scattered throughout the stage.
